Assessment OF Hot Mix Plant Emissions
This section presents the results of an assessment of emissions from HMA manufacturing. An overview of the HMA industry and process operations is provided first (Section 2.1). Section 2.2 summarizes the methodology used to develop emission factors for the HMA industry. Section 2.3 identifies other sections of AP-42 that apply to HMA plants. An overview of the process for conducting an emission inventory is presented in Section 2.4, and Section 2.5 presents estimates of annual emissions from typical HMA facilities.

INDUSTRY OVERVIEW AND PROCESS DESCRIPTION
1 Hot mix plant paving materials are a mixture of well-graded, high-quality aggregate and liquid asphalt cement, which is heated and mixed in measured quantities. The aggregate often includes RAP. Aggregate and RAP (if used) constitute over 92 percent by weight of the total mixture. Aside from the amount and grade of asphalt cement used, mix characteristics are determined by the relative amounts and types of aggregate and RAP used. A certain percentage of fine aggregate (less than 74 micrometers [Fm] in physical diameter) is required for the production of good quality HMA.
